If the second headline is true, the first headline appears to be disinformation and perhaps intentional.  Reminds me of the Scarlett Pimpernel.

Nine sectors were higher on Tuesday, led by staples XLP +1.19% and utilities XLU +0.95%.

The DJIA, led the broad indices and closed up 143 points at 24,919, led by strength in BA, PG, UNH, CVX and HD.

SPY up 1.00 at 278.90, on 50.4 million shares, 30% below average volume. Up on lower volume

VIX down .05 at 12.64

Oil up .20 at 74.21

TLT down .01 at 121.95 on 5.9 million shares.

PG +2.52%, DWDP +1.59%, led the DJIA, 26 advancers +1.

PEP +4.76%, NAVI +2.82% and IFF +2.55%, led the SPX.

WYNN +3.28%, MU +2.63%, CHKP +2.34%, and IDXX +2.00%, led the NDX.

Intermediate and long term up trend intact.  3-day short term trend is up.

Up: DIA, SPY, QQQ,

Down: IWM

Breadth weakened on Tuesday, as advancers led 1,481 to 1,408 on the NYSE and decliners led 1,737 to 1,154 on the NASDAQ

The SPY MFC green line turned up at 73, bullish.
